The following information contains felony charges from complaints filed in Hubbard County 9th District Court. Defendants are innocent until proven guilty.
Park Rapids man charged with domestic abuse
Steffan L. Peters, 38, of Park Rapids, is charged with felony domestic abuse, violating two or more orders for protection within 10 years of a previous conviction or adjudication of delinquency.
According to the statement of probable cause in the criminal complaint, law enforcement received a report of a burglary in process at a Park Rapids residence on April 15.
The criminal report states the reporting party said she believed someone was in her house and she could hear people talking, while the only people in the house were herself, her husband and her son. Dispatch also noted there was an order of protection between the woman and her husband, Peters.
The report states Peters was sitting in the living room. Asked about the order for protection, both the woman and Peters said it was dropped after Peters was released from prison, the report states. They said they had been living together since December 2024.
According to the report, court records show an order for protection was issued Feb. 12, 2024 in Becker County and bars Peters from having contact with his wife. The order expires in 2026, and was served on Peters on Feb. 13, 2024. Peters was placed under arrest.
A review of Peters’ criminal history includes felony convictions for receiving stolen property in 2008, possession of burglary tools in 2011, three counts of theft in 2012 and one in 2021, receiving stolen property in 2018, 5th degree drug possession in 2019, 2020 and twice in 2021, domestic assault and three counts of violation of a domestic abuse no-contact order in 2024.
Peters is scheduled for an omnibus hearing on June 18.
Park Rapids man faces firearms charges
Raymond E. Chevalier, 50, of Park Rapids, is charged with two felony counts of possessing any ammunition or firearm after conviction or delinquent adjudication for a crime of violence, and one felony count of financial transaction card fraud through use without consent.
According to the statement of probable cause in the criminal complaint, on April 8,
Rochelle Chevalier and Daniel Chevalier told Hubbard County Sheriff’s Office that Raymond had taken possession of two .22-caliber handguns left at the family’s residence after Raymond’s father died in June 2024.
The criminal report states the witnesses said Raymond returned home within the past two weeks with $500 from selling one of the guns and the other was in a case under his bed. A witness said Chevalier had an explosive temper and had threatened to burn the residence down if he didn’t get $10,000 from the sale of the home, according to the report.
The criminal report states the witnesses found about $980 in fraudulent charges on Rochelle’s credit cards. They reported a missing Discover card from Rochelle’s purse, along with a keyfob to her vehicle.
The criminal report states law enforcement found a silver Ruger single-six revolver in a gun case under Raymond’s bed. They also found an empty Ruger .22 handgun box and 33 live rounds of .22-caliber ammunition. The report states they found a Discover card in Rochelle’s name in Raymond’s wallet. The missing keyfob was found under Raymond’s mattress, the report states.
After being arrested, the report says Raymond confessed that he had given the missing gun to a person named “Kevin.” Raymond said the gun found under his bed was his father’s, and admitted there was ammunition under his bed, according to the report.
A review of Raymond’s criminal history reveals convictions of third-degree drug crime in July 2016 in Hubbard County, a felony offense and a crime of violence under state law, the report states.
Chevalier is scheduled for an omnibus hearing on June 9.
STS crew member charged with data theft
Craig R. Glessing, 39, of Park Rapids, is charged with a felony count of computer or electronic data theft as well as gross misdemeanor theft.
According to the statement of probable cause in the criminal complaint, Glessing has been an inmate in the Hubbard County Jail since Nov. 14, 2024. The criminal report states Hubbard County Sentenced to Service (STS) crew leader Lewis Deitchler reported that, on April 23, he checked the perimeter of the STS office in Park Rapids and found $50 hidden inside a charcoal grill that was used by the crew.
Deitchler then searched STS crew members’ cabinets inside the building, the report states. In Glessing’s cabinet, he found a live simulation round of ammunition, a cell phone and a Hubbard County Sheriff’s Office patch, according to the report. A more thorough search of Glessing’s cabinet turned up 10 more cell phones, multiple SD cards and an SD card reader.
A sheriff’s investigator reviewed texts between Glessig and a female, finding conversations about leaving money in the grill for the female, the report states.
According to the criminal report, Glessing admitted he put money in the grill to help his girlfriend pay bills. The report says Glessing said he took items from the sheriff’s office’s indoor training facility and secure cold storage garages.
The report states Glessing said he found a cell phone in the courthouse while the STS crew was helping clean the second floor for the remodel project.
Glessing said he found the 10 cell phones in the garbage while cleaning out the second floor of the courthouse, the report states.
The criminal report states the items in Glessing’s locker had an estimated value of $893.
On May 8, the report states, Zach Haskins from the Hubbard County Property Records-Assessors Office told law enforcement that at least two of the cell phones were still being used by the assessor’s office when they were taken, and the other phones were operable and still in the possession of the assessor’s office at that time.
Glessing was scheduled for an initial hearing on May 19.
Blackwolf charged with burglary, check forgery, identity theft
Nicole R. Blackwolf, 40, of Bemidji, is charged with felony counts of second-degree burglary, check forgery (falsely endorse), check forgery (intent to defraud), identity theft and theft of movable property.
According to the statement of probable cause in the criminal complaint, the Hubbard County Sheriff’s Office received a report of possible burglary and check fraud on Nov. 12, 2024.
The criminal report states that the reporting party, Victoria Whitefeather, said she was unable to use her debit card and learned her account was overdrawn. She said checks made out to Blackwolf were cashed that Whitefeather had not written. Also, Whitefeather said numerous items were missing from her home.
Whitefeather noted that Blackwolf’s brother, Joseph Blackwolf, was living with her, the report states. Whitefeather said she went out of town in October 2024 and as she left, Joseph was also leaving, and she told him no one else was allowed to use the house and to lock up.
Whitefeather said when she returned home a few days later, Nicole Blackwolf was in the house, the report states. When confronted, Blackwolf said the door was open and she was doing laundry.
The report states Whitefeather said a wool jacket, a guitar amp, a plaid jacket and moccasins were missing from the home, with a total value of approximately $670. According to the report, four checks were cashed by the defendant between Oct. 28-31, 2024, totaling $1,345.
A review of Nicole’s prior felony record includes a November 2015 conviction for felony dishonored check, an April 2022 conviction for third-degree burglary, an October 2022 conviction for felony fifth-degree drug crime and an August 2023 conviction for felony theft by swindle.
Blackwolf is scheduled for an omnibus hearing on May 27.
Couple charged with felony meth possession
Megan L. Preston, 36, of Lake Park, is charged with felony first-degree possession of methamphetamine, felony fleeing a peace officer in a motor vehicle and gross misdemeanor driving while impaired (DWI).
According to the statement of probable cause in the criminal complaint, law enforcement intercepted a vehicle on Jan. 25, believed to be heading toward Hubbard County. It was suspected that Action Jack Allen Simon was in the vehicle, and he had an outstanding warrant for his arrest, the report states.
Simon, 39, of Elk River, is charged with felony first-degree possession of methamphetamine and a felony charge of felon in possession.
The criminal report states that, around 8 a.m., law enforcement passed a Dodge Durango on State Hwy. 64 with Simon as the passenger and Preston driving.
Law enforcement attempted a traffic stop, but the Durango did not stop, the report states. After a chase of about a mile, law enforcement conducted a pursuit intervention technique. Both Simon and Preston were taken into custody.
The criminal report states that law enforcement noted Preston had red, bloodshot and water eyes, fixed pupils and an aluminum/methamphetamine smell. According to the report, Preston admitted to using earlier that day, and field sobriety tests resulted in evidence of impairment.
During a vehicle search, law enforcement found a purse containing $3,600; a notebook with names and numbers believed to be dollar amounts; a backpack containing Ziploc bags, a glass methamphetamine smoking device and vacuum seal packages; a zip-up case containing a psilocybin mushroom bar, a digital scale, needles, broken smoking devices and about 3.4 oz. of suspected methamphetamine; another backpack containing two digital scales, about 20 g of a substance that field-tested positive for methamphetamine, smoking devices, small resealable bags, fentanyl test strips, knives, brass knuckles and at least 200 rounds of 9 mm Luger ammunition; a cardboard box containing a speaker under which law enforcement found 11 vacuum-sealed bags, four of them containing about 15 oz. of suspected psilocybin mushrooms and the other seven containing suspected methamphetamine totaling 106.4 oz. as well as a vacuum sealer and more vacuum-seal bags.
The criminal report says the seven bags from the speaker box were sent to the Minnesota Bureau of Criminal Apprehension (BCA), which found that one of them weighed 385.65 g and contained methamphetamine. The remaining six bags were not tested, but weighed between 386 and 439 g each. BCA testing of Preston’s urine sample also revealed her blood contained methamphetamine.
Preston had an implied-consent revocation of her driver’s license posted on Oct. 31, 2018, stemming from a Sept. 22, 2018 incident. Her criminal history also included two convictions in 2021 in Hubbard County and a pending case of felony DWI and drug possession in Beltrami County.
Preston is scheduled for an omnibus hearing on June 9.
At the jail, Simon was strip searched and was found to be concealing a Ziploc bag between his buttocks, according to the report. This was tested and found to contain 60.2 g of methamphetamine. A male DNA profile found on one of the seven bags of meth hidden under the speaker was tested and matched Simon.
Simon’s prior criminal record includes numerous felony convictions including drug possession, burglary, sale of marijuana, receiving stolen property, motor vehicle theft, fleeing in a motor vehicle and escape from custody between August 2006 and January 2024.
Simon is scheduled for an omnibus hearing on July 14.
